Community Reach Namibia: Strengthening the Capacity for Country Ownership

Pact’s Community REACH Program supported a number of civil society organizations providing community-based HIV services and strengthened the capacity of the Ministry of Gender Equality and Child Welfare to effectively coordinate activities relating to orphans and vulnerable children. The Ministry requested  Pact’s  assistance  with  its  mandate  to  oversee  early  childhood  development  services.  Pact  provided  a  dedicated  advisor who worked closely with Ministry management, community liaison officers, and civil society stakeholders, acting as a catalyst and filling technical gaps for an ambitious plan that has transformed early childhood development efforts in Namibia.
